Double checked my wastegate plumbing and all is well. Picked up a hand held vacuum/pressure pump that is actually pretty slick.
From what I can see so far...I had maybe a little too much preload (5-6mm) and the rod configuration had the actuator in a slight bind that seemed to not allow any movement until about 12psi and not fully open until 20 psi. My next fear is that even after I optimize the rod preload and routing....that this wastegate may just be inadequate. It only opens 3/8" and its only a 1" hole or so. I have read people port the hole for more flow, so that may be something I look into.

I got it to a point where it has visual movement at 9psi and full open by 15psi which seams high still after confirming with the place I purchased it that it is supposed to be a 7psi actuator. I also tested a few factory actuators and they seem to be similar though. so maybe the Harbor Freight gauge isn't accurate? The company also volunteered another actuator to play with and it should be here tomorrow. Hopefully it comes with new snap ring too.....becuase I sent mine into orbit when it slipped off and was not able to confirm re-entry.
