1999 Ranger 2WD XLT Will not Start Has Full Power......

Hello. I am having an issue with my 1999 Ford Ranger XLT 2WD 3.0 V6 Gas Truck.

1. I can turn the key and have full power. Radio, Lights, etc...
2. A Jump will not work to start the truck.
3. Background. I did have the ignition repalced 6 months ago and had 2 new keys programmed. Ever since the new gnition the door beeps when open and never did previously though the truck always started. I also recently had the Check Enging light come one said it wasa a faulty O2 sensor then that light just vanished never came back.

Any nudge in the right direction would be appreciated. I am not a pro or anything just lookig to learn and fix this issue.

What happens when you turn the key all the way- no cranking of the starter?
 
Hello. Thanks for the fast Reply! I turnt he key get Zilch..no noise at all. I tried checking swapping the fuses and Relays all good it seems. I tried to shut doors and reset the Anti Therft system turning key 8 times flashing light then still nothing.....

It's giving me the silent treatment....lol.
 
Does the Check Engine Light come on when you turn the key to the ON position?
Can you hear the fuel pump working?

Added this: The 02 sensor would not cause the condition you are describing.
 
Hello. YES the Check Engine Light does come on when the key is turned to power. I tried but cannot hear a single noise when trying to start from Fuel Pump, Crank, Anything.....its on Mute. I did try an connect the code reader I have. This time it says there are issues but when I go to read them it says "No Codes Found"....very very cheap reader.
 
Well....Christmas Eve...lotta of guys with more smarts than me are probably with family so it may be awhile before someone can respond. But it sure sounds like a key issue. Not sure how to bypass that or if that's at all possible.

Been reading up on the "SECURILOCK PASSIVE ANTI-THEFT SYSTEM."
Ran across this in the 1999 Owner's Manual, page 69:

The theft indicator on the instrument cluster will operate as follows:
² When the ignition is OFF, the theft indicator will flash briefly every 2
seconds to indicate the SecuriLocky system is protecting your
vehicle.
² When the ignition is turned to RUN or START, the theft indicator will
light for 3 seconds and then go out. If the theft indicator stays on for
an extended period of time or flashes rapidly, have the system
serviced by your dealership or a qualified technician.

Is this what's happening with the Theft Indicator light?

Also read the reprogramming part and that process only reprograms the transmitter (key Fob) and not the actual key code, Nevertheless, did that process work the way it should?
 
Hello. I put in the key and turn on and Theft light stays lit few seconds then goes out. When I take out the key it flashes, seems pretty quick but maybe in 2 second intervals. I have tried both keys I have that are programmed. I did try to take off battery cables wait and put back on....same issue.

Thanks for the help, if I cant get it may have to call someone....Dealer here said they wont take old trucks if every part on it is not Motorcraft.....either DYI or call side shop
 
When you turn the key to start, does all the lights and power accessories go out until you let off the key?
if yes, put a socket on the harmonic balancer bolt and make sure the motor well turn over. When my '99 3.0 gave me the silence treatment, it had ate up the cam position sensor gear and the oil pump quit - locked up...
 
Hello. Ok, so Motor started fine when jumped starter under the truck but wont re start after. I replaced the Ignition Switch and still having same exact issues. No sound when turn key but all lights work have full power etc....

Any ideas ar appreciated....

Try jump it by the solenoid on the driver side fenderwell. Just jump across the 2 big terminals with a screwdriver or something & see if it starts & stays running.
 
Yes, it can be started that way and will stay running but will not restart once key is shut off.....
 
@SRD Your answer on 12/24 xmas eve to rumblecloud shows your new keys are fine (the THEFT light does go out eventually). You would've died if your shifter was not on N or P when jump starting it from under the truck. That leaves the starter relay. Here is the full description from the Ford Workshop Manual:

Starting System

Starter Motor
The starter motor (11002):

  • is a permanent-magnet, gear reduction, 12V dc motor.
  • has an integral starter solenoid.
Starter Relay
The starter relay:

  • Is a mini ISO relay.
  • switches power to the starter solenoid to engage the starter motor when it receives a START signal from the ignition switch (11572) .
Clutch Pedal Position (CPP) Switch
The CPP switch for:

  • manual transmission, closes when the clutch pedal is depressed completing the starting circuit.
  • automatic transmission, a jumper is inserted in place of the CPP switch to complete the circuit.
Anti-Theft Relay (If Equipped)
The anti-theft relay:

  • is a normally closed relay.
  • is grounded by the anti-theft system which opens the relay contacts and disables the starting circuit.
Starter System—Operation
When the ignition switch is turned to the START position the starter relay switches power to the starter solenoid causing the starter motor to engage as long as:

  • the clutch pedal is depressed (manual transmission only).
  • the digital transmission range (TR) sensor is in PARK or NEUTRAL (automatic transmission only).
  • the anti-theft system is disabled (if equipped).
 
I appreciate the information! I finally got it fixed this morning. I put a bounty on the internet and someone who worked at Harley came over and fixed it in 30 seconds....lol. I had this thing under the dash wired into the ignition for something and it was going faulty....this guy bypassed it and re wired it factory with the diagram and said that this thing was not factory and installed before I bought the truck. Whatever he did it works like a champion now starts like new......Thanks for the help! Just puzzles....in which I dont always see the pieces.

No mod is the best mod. I bought my Ranger with a second horn you can trigger with you left foot -- yank it out right after I got home.
