How do I pass emissions in Illinois with a 302 swap in my 04 4.0 Ranger ?

So I live in Illinois and I have wanted to drop a 302 into my Ranger. I have done all my research and pretty much got the swap itself figured out but I can not manage to figure out how I can pass emissions since I still want the truck street legal. I plan on using a Holley sniper efi so means the obd2 is going to be gone. Can anyone help out with information on what I would need to do to pass? Can I get smogged without the obd2? Thank you.

State laws vary wildy. Im sure someone from your state will chime in but if they do strictly obd2 emissions scans like they do here in NJ you may be out of luck and need to use a factory EFI system from an explorer. The Holley system is made for performance and not to meet OBD2 emissions standards. I have the Holley system on my 65 mustang and it's awesome but I don't get my mustang inspected anymore (old enough to be exempt).

Legally there is no possible way.

Engine has to be at least as new/clean emissionwise as the body or newer/cleaner = FAIL

5.0 is a dead horse in that regard even before you slap on a EFI system intended for older things and really has no consideration given for emissions. If you have any kind of emissions check and your model year is 1973 or newer I think the Sniper could be hard if not impossible to pass with especially if they want to get nit picky.

That is a federal thing, whether or not the yokels will enforce it is another thing, you might ask them for sure.

Newer trucks are more electro-digical in the dash and are harder to swap than the older ones too, I think your 04 is on the wrong side of the cutoff (if it isn't it is close)

NJ use to have full inspection like NY does. Safety, brakes, rust, everything. It was NOT easy to get a 65 mustang with 4 wheel drum brakes to pass the safety inspection...

Now they only do emissions so everything before 1996 is completely exempt from everything.

Yes, I think your problem is the 2004 Ranger, in more ways than you may think, 2004 was first year of digital dash which won't work without its matched engine computer
2004-2011 Rangers are just not good swap candidates, can be done, as anything can be done, just a matter of how much you want to spend on it


Check with local laws to see what older Rangers might qualify and start there
You often need proof of "new" engine's year, do you have that?

Former IL resident here, at least when I was in IL back in 2008, Chicago was the only part of IL that did emissions tests. (maybe the outlying suburbs as well) so if you live downstate, don't worry about it unless that has all changed.

Otherwise, move out of IL like i did lol

there is this... especially since my choptop no longer can be inspected in PA without converting to a modified vehicle title and fall under enhanced inspection regulations. It’s been fine for years but now, no go. Ohio isn’t all that far away....

Just not in Cuyohaga or the 6 surrounding counties, we still do emissions tests on vehicles up to 25 years old, for now.

If they use the Gordon Darby OBD II test system like NH and the truck is 96 or later, you don't.
