Not really, unless you have them hooked up to a pressurized spray can

There are DIY fuel injector tests, that will show you have to do that, and yes a 9v battery can be used

If an injector was not working at all you would more than likely have a steady misfire and computer would set a code for which cylinder it was
If its partially working, some clogging, then testing with a battery and hearing the "click" of it opening won't tell you its clogged

Yes, especially with the amounts of water you reported. As Ron said, the filter is probably full of water. They are cheap and easy to do, just replace it.

Honestly, I replace mine once a year just because.

Thank you everybody, I finally figured it out. One of the computers I had was either too old or was broken. Put another in and she's running like a beast. Thank you everyone for your help, I wouldn't have been able to figure it out without you guys. Big shout out to RonD thanks buddy.
