Herculiner and Road Warrior (Rustoleum) get my votes. tried the Duplicolor stuff a coupe of years ago with disasterous results! i've heard they have reformulated thier product and it is much better now, but i have no experience with it myself.
the Herculiner comes on sale for about $70/gallon kind of regularly at the big box home improvement stores around here.

it should stick pretty well. a gallon puts 2 coats on a standard bed pick up. i'm sure it will cover your rockers and flares with at least 2 coats.
pay close attention to the prep instructions. all of these kinds of coatings require really good prep work.

ps. if you're near the twin ports/cloquet area, let me know and i might be able to give you a hand.
