Ok, let me try to break this down so that I'm sure we all understand:

Turn signals and hazards work intermittently.

Brake lights work

Tail lights work

If turn signal is on while brakes are applied none of it works.

Is that correct?

Multifuntion switch was my first thought as well. It's about the only place except the bulb that all of those circuits come together in one place.

Yeah, but they only go bad about every 15 to 20 years.

Just hope that's it. That's an expensive part to be wrong about.

is there any fuses or relays in the panel that could do that? it just doesnt make sense cause my turn signals WORK. just not with the lever so thats the only thing that it could be, right?

Check the wiring harness under the hood.

My Ranger did the same thing and the harness for the tail lights had fallen onto the exhaust manifold, melting the insulation.

The plastic wiring retainer had gotten brittle and broken, allowing the wires to fall.
