The gas tank's fuel pump is low pressure. The fuel pump mounted to the frame rail is high pressure.
It is Ford's idea of a conversion from a carb'd engine to fuel injection. You only need around 2-8 psi to get the fuel from the tank to the engine with a carb'd engine. But with fuel injection, you need around 40 PSI for the injectors to spray a mist of fuel into the engine.
a 1990 or even a 1989 Bronco2 will not have a frame mounted fuel pump, the last year for a frame monted pump is 1988.
Ford switched to a high pressure in-tank pump for the 1989 model year.
