Throttle Cable Fix Observation

I noticed over ½" of slack in my throttle cable at my gas pedal. Wondering how much of an impact that had, I connected my scanner to see what the actually throttle position was, and I found with the pedal shoved to the floor I was only at 81%! So, I went to zip-tying. I added a couple, then re-checked the scanner. There was an improvement to 88%, and the pedal was much more sensitive now that the slack was removed from the pedal. I tossed several more zip-ties on there, at this point enough so that the spring-retainer was somewhat compressed...so more zip-ties at this point would be futile. The thing is, it is still maxing out at 88% throttle position. I pulled up the floor-mat, and still no better. Any ideas?
 
If I cared on my soon to be traded ranger, I'd make sure the throttle plate moves right at 90 degrees total. This may still not do it, as the computer interprets the closed position based on when it's first started. A new motorcraft TPS may make a ifference.
 
First thing I would do is measure the TPS signal voltage at the idle position, and WOT.
