Its happened to others with this cluster, no idea how it happens. Others thru the years have taken a small magnet to reposition the gauge or others have taken the dash apart to spin the gauge back around. Once that has been done the gauge has been accurate. With it being positioned under that needle it keeps it from moving up when engine is started.
