I did something stupid. I swapped a 1994 2.3 with a 1999 2.5

Now CEL dosent work... I found a connector that has a green/black and a red wire. When I probe it it makes pcm relay click. Its from 99 truck and know place to connect it in 94. This may be my problem.

Light green/black and red, 2 wire connector, in engine harness, would be for EVAP Purge solenoid in 1999

can I just ignore this connector? I somehow disabled the hazzard lights and horn now. All fuses good and I dont believe I disconnected them. How do I test? Its from 94 harness.

So you have 1999 Engine fuse box and 1994 Cab fuse box and ignition switch?

1994 cab fuse 4(hazards) and 8(horn) both got full time 12volts from a fuse in the 1994 engine bay fuse box, it was a 60amp fuse
yellow/light blue wire from 1994 cab fuse box thru firewall connector and same color to 1994 engine fuse box

Yes, you can ignore that EVAP connector for now, engine will run but you will get a CEL

1999 engine fuse box may have Maxi Fuse 3, 50 amp, for 4wheel ABS system, it would have a yellow/light green wire coming out of fuse box
You could use that for hazard/horn in cab fuse box
