I had to remove my exhaust, the original flange studs coming off the rear cat were rusted to nothing, so I had to cut them to remove the back half.

Any easy ideas on replacing that flange? The cat seams fine, but I don't think it'll take a much to accidently pop through if I try welding it.

On a budget.
 
Get a replacement flange and clamp it on with this style clamp. See photo below.

But, honestly, if the flange and bolts are in that poor condition, I disagree with your assessment that the cat is fine.
