Checklist / Prep for Removing 3” Body Lift? (Already has 4” Suspension Lift)

I'll finally preparing to lower this thing, but have to wait a couple days for some hardware to arrive, after figuring out i didn't have something specific i wanted with washer sizing. But I have the bed off and the fenders off so have great access, have been working on gas tank stuff too.
In the meantime I just discovered this broken thick cable, under the rear center of the cab. Is this a ground wire or something? At first i thought it was to connect the frame to the cab for grounding, but I noticed that it's two ends are just fastened to the under side of the cab and nothing was supposed to connect to the frame. I think.
Anybody have any idea? Is it supposed to be strapping around something and holding it in place?

Lowered the cab!
Here's some of the old bits, as well as the shim system i made out of 3/4" melamine so that after getting the old 3" lifts out i could go around and sub stacks of these in place and then lower the cab incrementally decreasing the stacks at each spot. Worked great!

Looks great!! Did you install the suspension lift yourself?

Well it never occurred to me that the strap was a safety strap to keep the whole damn cab on the truck just in case haha. I guess that could be what it is, and then it needs to get snipped if you want to do a body lift.
Maybe I’ll look into installing a replacement. Isn’t the worst idea !
