My 89 Ranger has no tach in the cluster and I bought one that does. The person on Ebay I bought it from said it fit 89 -94.I was able to determine it's a 93.I then read somewhere else only 89 - 91 are plug and play.
I found this:(maybe this will help someone else)

I bought a Ford publication, 1989 electrical and vacuum trouble shooting manual for the pinout diagrams.Very little 89 Ranger diagrams.
Today I paid 26 bucks for all-data, even less diagrams for a 89.

On a 1989, 2wd,2.3, Ranger, does anyone have diagrams or know what color wire to what pin for what function for the 2 plugs on the cluster?

I appreciate all the helpful replies.
I finished it this morning with a Mitchel wiring diagram of the instrument cluster and following the traces on the cluster.

I am the author of the document you link to. I am no expert on 89's... I think if your instrument cluster looks like the one on the last page of the document, then it can possibly be used, but beware- 92 and earlier had one wiring scheme, 93 and later had another. I put a 92 into a 93, it sounds like you intend to do just the opposite (assuming an 89 is wired like a 92). I have no documentation for 89, my manuals only go back to 92.

If you look on page 6 of the document, there is a list of the wires I had to move to make a 92 cluster work in a 93. If you swap the "Move pin" column with the "to pin" column, you should be able to accomplish what you want to do.
