no fuel past fuel pressure regulator

Hey guys I'm working on my 87 bronco ll with swapped out 93 explorer 4.0 It won't start so gotta have air got it spark got it fuel DONT got it I've got fuel to the regulator but not in the rail Common sense tells me it the regulator What ya all think?

Fuel pressure regulator is hooked up to the Return fuel line, so if you have fuel at the regulator then fuel rail has to have fuel in it.

The fuel IN line(from pump) is connected to the fuel rail drivers side toward the back, fuel flows thru the rail to the regulator(passenger side front), when enough pressure is built up regulator will open and send extra fuel back to the fuel tank in the return line.

If you remove the Return line and then turn on the key the pump should run for 2 seconds, and only 2 seconds, no fuel should come out the return hose connection on the regulator, if it does THEN replace regulator, it is stuck open.

Do you hear the fuel pumps come on for those 2 seconds?
turn key off and on a few times to make sure, pumps are not quiet.
If you don't hear the pumps then blown fuse or bad fuel pump relay

Ron I think i know the problem now. When I got this project someone else started it and lost interest so I'm finding alot messed up.The fuel in line (from the pump) is hooked to the regulator. I'll switch the lines around in the am and see where that leads me. I've never worked on a 4.0 and anything fuel injected so I'm learning as I go. Been quite an experience so far and as my Dad always said you're never to old to learn something new. Thanks for the help again.
