which way to turn the set screw to shift earlier - inwards or outward (counterclockwise)?

I believe it is counterclockwise. Turn it 1/2 turn at a time and check the shift point from 2nd to 3rd. With light throttle it should shift into 2nd around 12 to 15mph that is goverened pressure (mechanical governor) then it should shift into 3rd at around 35mph with medium throttle pressure that is modulated pressure. If your having 1-2 shift issues it is oil pressure related possible oil filter restriction or sticking governor.
