1998 Ranger
Ignition switch in start(12v)----Fuse 24------clutch switch------------starter relay
Check fuse 24, 7.5amp, in Cab fuse box, it powers the start circuit
Manual trans has a Clutch pedal switch that must be closed to pass 12v from fuse 24 to the Starter Relay in engine fuse box
Pedal must be down all the way to close the switch
The ignition switch itself is under the steering column above brake pedal area
The key only slides a rod in the column that moves the ignition switch into its 4 positions, ACC, OFF, RUN, START
The spring return in START is inside the ignition switch do you still feel that with new key cylinder setup?
If not then ignition switch is not being moved all the way into START

You can see the silver rod on the top, thats what the key moves when you turn it, and thats what slides the switch into its 4 positions
You can unplug the switch, then remove it, then plug it back in and try to select its 4 positions
Clutch pedal still needs to be down to START
