brake problems

hi, my friend has a 2000 ranger 4wd, 4.0 litre, the problem is that he just changed front pads only(rear shoes were fine) and now the pedal goes to the floor when engine is running, pedal is good and firm when the engine is off but as soon as it's started the pedal goes to floor, we have changed the master cylinder and bled all 4 wheels, doesn't seem to have air in system, no fluid leakage, wheel cylinders are not leaking. when vacuum line to booster is removed and you place finger over fitting, engine idles rough but brakes are good and hard. could this problem be the booster? any help would be greatly appreciated. thank you.:icon_welder:
