Looks like a section of old exhaust tubing that was never removed during a repair. Cap off the ends and follow @Uncle Gump 's advice.

I must clarify CHICKEN THIGHS, you buncha hedonist perverts.
 
It increases horsepower by canceling out the vibrations that otherwise slow down the marzel vanes and make them flutter inefficiently.

I might still have the one off my F-150, do you need?
 
I will need to post more in the future just so I can get a good laugh... I did remove it, and I didn't notice any difference as far as vibration. I am getting much better fuel mileage as I have now reduced the curb weight of the truck by 4500 lbs though...:rolleyes:
 
It's a vibration damper, it may be for audible vibration(noise) and not for a vibration you feel. I'd leave it there.
