Pete first off I did not sign up for your class! My book says control pressure tests should be performed anytime there is slip in the gear train or the shift dosent feel right. Harsh, delayed upshifts are the result of too much throttle pressure. A delay in the shift is more than likely excess modulated pressure. The original concern is the late 1-2 shift with light throttle pressure OK. The governor normally controls the upshifts using the speed of the output shaft on the tranny when the vacuum drops below a certain point the shifts are now controlled by modulated pressures or boosted throttle pressure. So back to the original post What are his options he can try backing out on the modulator spring pressure where it take less vacuum to allow the governor to control shifts. Second he can put different gears in the rear and front to offset tire size or third put stock tires on and then check the shift points and go from there. My recommendation is going with the smaller tires until he decides to do a lift for the larger tires and at the same time gear it down to reduce wear and tear on the tranny.
