You have the hoses backwards

The Fuel Pressure Regulator(FPR) looks like a cylinder and has a vacuum hose attached AND the RETURN fuel line hooked to it
Return line has no pressure, its open at the other end inside the gas tank

The pressure line connects to drivers side of fuel rail, which is sandwiched in between upper and lower intake, this is the pressure line from the fuel filter/fuel pump

Fuel flows from the pump to the filter then to the fuel rail, then to injectors, then to FPR, any pressure over 35psi pushes FPR open and fuel flows back to gas tank on return line
 
I'm with Ron, it sounds like your lines are backwards.

The supply line fills the rail with fuel. The pressure regulator is a plunger with a spring on one side trying to hold it closed and a vacuum diaphragm on the other trying to suck it open. It's job is to block the return of fuel to the tank to keep the pressure where it should be. If you hook the supply line to the regulator it will block the flow of fuel into the rail since low vacuum (engine off is no vacuum) allows the regulator to close completely.

lines were backwards. It’s running but very loud. Need exhaust. It’s straight headers to y pipe now. Thank you guys so much. I’ve been stuck with a water leak and now the no start issue for 3 months. I can finally continue my build with interior. My only issue left to try and figure out is a clutch line. I have a new slave from advanced auto for a 91’. I’ve ordered 3 different lines and not one with snap into the slave. I really don’t want to pull the trans and buy a complete line and slave matching. Any ideas??? And thank you guys again. ?????? It’s been a 1 and a half with this truck. It’s a frame off resto mod.

Whats the brand of the clutch slave?
 
You should be able to get a line for a 92. But that line should have been the same from 88 to 92.

I looked up all the clutch lines. 88 through 91 is the same line and 93 to 2000’s is the same. For some reason 92 is different than any other years. I found one on Summit racing that said it was specifically for 92 I ordered it and I’m praying it works. I’ve ordered 3 to 4 other lines in the past seven months and spent about $300 in clutch lines and none of them worked.
