new engine fuel problems HELP HELP

ok guys and girls need a little advice here. i got my new engine started and was setting the timing and happened to look over at the exhast header and whoa the header was cherry red. so i shut it down and started checking things one by one. after checking the only thing a cherry red header means to me is lean lean lean, so i checked my fuel pressure and found that it was low (around 25 psi), so i checked and both pumps are working (its a 85 with the two pump set up) now my frist question is has anyone switched to a single pump setup either in the tank or external either way i think will work. the fuel filter is quite odd also it is screw on canister with filter inside, but the pressre line goes in and then feeds thru to the high pressure pump then to a funny looking metal thing that looks like a inline small fitler like you would use on a motorcycle or lawn mower then to the injector side of the fuel rail, then it feeds back on the return line to the canister filter and feeds partly into the canister and back to the tank. i have never seen anything like this before and personally think it is very strange. my idea is to put a high pressure fuel pump in the tank and run a line to the fuel filter and then up to the injector rail and hen run a return line back to the tank. i am just not sure if this setup will work so if anyone has seen this old kind of fuel system and converted it to a newer style i would appreciate the help.
 
i got it fixed will have a total update shortly on the whole engine build up the problems i faced and what i found out while repairing or modifying the engine. this has been quite a learning experiance for me, since it is the frist 2.3 i have ever built and the frist efi motor i have ever overhauled.
