low power mystery ...

I have a 94 ranger with the 3.0 and 5spd tranny. The issue is low power/ bad mpg especially up hills, and occasional backfiring. Symptoms are Much worse in open loop mode. A quick rundown of new parts I installed on the truck: plugs, wires, cap n rotor, iac motor, fuel pump, both o2 sensors, all filters and fluids. Using a scan tool and or dvom I have checked: maf, iat, tps, coolant temp sensor, fuel injectors, and ckp. All emissions and egr systems are 100% operational. Im lost now. Any help is appreciated! (Im certain its a fuel/air ratio issue)

Checked fuel pressure to be sure it's correct?

Yes. Its within specs given in the hanes manual

Did that test include the Fuel Pressure Regulator?

It has alot of spark and yes I checked the regulator
