fuel delivery issue

First problem with this truck in 5 years just to brag but Im having a first problem. Its a 92 4 cylinder and When I turn the key to the on position The fuel pump turns on as to prime the system but stays on. The truck will sputter but not start. Im thinking its the fuel pump relay but I was wondering if It may be something else as well. I put gas in it just to make sure the sending unit wasnt bad even though the gauge read a quarter tank. Its a $10 dollar part so im not gonna complain putting it on anyway if it doesnt work.

Have you checked the plugs to see if its flooded? If they are dry I'd think it would be a in tank or maybe filter issueIf wet relay or poss fuel regulater,pull the vacumn line off of it if raw fuel comes out its bad.
