Frame Work?

Hey everybody, i just bought my first vehicle, a 2001 Ranger XLT 4x4 and it is in pretty good condition. What worries me the most is the frame. A majority of it is covered in rust, but not to the point where there are any holes or gouges. Any idea on what I could do to stop the rust and prevent it from getting any worse? I was thinking of possibly using an angle grinder with a steel brush wheel to get rid of the rust and then spray painting it or painting it with bed liner or something similar. Is that a bad idea? Or are there better solutions?

Also, how difficult is it to replace my own leaf springs?

Por15 its expensive but does wonders for preventing rust in the future coverd my cali ranger in it as soon as i moved back to indiana
 
And I can just paint over the rust, no need to get it down to bare metal?

There is a acid you can put on it to stop more rust from forming but i would get any rust off that is flaking off when i did mine washed it down with the acid than painted it but it was a cali truck so it didnt have much rust at all
