Use it for everything it's not meant for
The front bumper of my 99 ranger xlt is bent, and i'm looking for a cheap or diy fix, not a cheapskate but parts are expensive and I can do it myself I will. I've wanted a custom from bumper for it but never knew where to look for one, that being the alternative to fixing it or diy fix it till I can purchase another better bumper. Not trying to break the bank or go heavy duty, price range is anything up to $200. Anyways anyone with expertise that can help please leave a comment. Thanks again!




 
If you have the tools and with your budget in mind you should be able to fabricate your own bumper, search around there plenty of members that have done so you can borrow ideas from.

To work with what you've got you'll need to remove the four 15mm nuts off the frame horns and see what kind of shape the brackets are in (by the pictures you posted, I betting bent but worth saving.)
 
Looks to me like it's pushed down to me.
Maybe try loosening the bolts and pushing the bumper back up in place.
 
Got a local pull a part?

I replaced my bumper last year for 55 bucks. Grabbed the bumper off of a 93 and it included all brackets, trim and valence panel. Quick and easy swap.

I would give a second vote for local junk yard, though straight front bumpers may be scarce there.

My other favorite is Craigslist. I got a tubular jeep bumper off CL recently that I should be able to modify pretty cheap and easy. I only have $50 in it so far.

I can't see your pictures for some reason**, so I don't have any repair advice.
