Adjusting speedo for bigger tires.

How is this done on a 99?
I've been told you have to have a dealer do it.
I was looking as putting 265/75/R16's on it. I know it won't be off by much, but that little bit will bother me. The stock size on my truck is 245/75/R16.
 
The cluster has to be reprogrammed, and the dealer can only do it if the new tire size was a factory option. To do non-factory sizes you would have to get a programmer.
 
How much do they usually charge?
And are there any cheap tuners out there?
I know the SCT ones are costly.
