yes there are tons of trucks on here with that setup.
most guys dont waste the money on the torsion key because its exactly the same as cranking the stock keys up.

if i was going to lift a 98+ i would crank the trosion bars and but some lift shackes on it then do a body lift.
 
Noone answers these because they have already been answered 50 times.
Aftermarket torsion bar keys allow you to lift from bout 2 inches without putting extra stress on the bolt. Add a leaf is a waste in my opinion, but so is that whole kit you showed. Extended shocks... Buy a different brand. All in all... Crank the torsion bar bolt and you'll be ok.... Just don't max it out 1.5-2 inches above stock is safe. Add a leaf makes rear end stiff. Get explorer springs. Don't plan on lifting front end above 2 inches unless you wanna spend the money on a real lift kit... Or a long travel from Dixon bros racing.
 
Explorer leaves, belltech shackles... Body lift is up to you. I bought one but I'm thinking of just selling it...
