2001 Ranger Edge won't shift out of park

Help please. I bough a used truck to haul stuff. Seller had it towed to my house. I drove around the block then parked it. Went back and it won't shift. Fuses check out fine with meter. Changed the solenoid but still can't shift. What should I do. I need to get inspected but can't move it. This is crazy. PLEASE HELP.
 
I'm pretty sure that these trans don't lock when you park on a hill or slope and do not engage the parking brake before shifting from drive to park but,

Jack up at least the back wheels and get them off the ground and see if that helps any. If it's a 4x4 get all the wheels off the ground. Start the engine and see if it will go out of park.
 
There is an interlock between the brake pedal and the shifter so you cannot get it out of park unless the brake pedal is depressed (no not feeling bad, just pushed down). It is a safety feature so you can't put it in gear without someone in the drivers seat.

So if that fails you won't get it out of park.
 
I thought that brake interlock was electric. So fuses etc. was a good place to start. Check the brake lights to see if they go on. I'm just rambling. But I thought I read that there is a separate switch for the brake lights and the trans interlock. So check there and see if one is bad or not engaging.
