Never sacrifice safety because you don't have the money. If you don't have the money, don't build it.
That's why my truck will be going into storage once I find a good priced Subaru. When I get the money, he'll come out of retirement and I'll be able to build it up into a decent daily driver/offroader. And along the way (the next couple years) I will be collecting parts to put on it. Once I get them all collected, I'll start building.
My suggestion to you, would be to keep using the stock tires that you have on it. Once you get enough money upgrade your front and rear axles, or get new rims, spend it and get what you desire. Until then, there is no safe and budgeted way to create your truck right away. Trust me, I feel your pain.
