1991 4.0 Automatic OD not engaging ? HELP

I bought my grandson (16) his FIRST vehicle, 1991 Ranger XLT 4X4 Auto A4LD 4.0. Thought I had checked the truck out well, BUT !! The OD does not engage and I have had sooooo many shops give me conflicting info on this I am going crazy .... Is there a POSSIBILITY it can be a SIMPLE fix ??? And if NOT What sorta cost am I looking at to correct this problem,, The poor kid has yet to drive it more then a few miles... I feel terrible Grandma is needing HELP....

Its possible it just needs the od band adjusted.

Its also possible it needs a +$300 valve body.

Hard to tell without having it in front of me.
