2.3L ('02-'11) 02 2.3L Throttle body vaccum port capped help

I have an 02 2.3L ranger that I recently bought. The top hose on the purge valve isn’t connected to anything but looks like it once was. And the throttle body vacuum port is capped. Is it suppose to be capped? Or is there a hose that’s suppose to go there? It’s not throwing any codes but the truck runs like crap. Don’t know much about this.
