An explorer axle swap is the better option, you'll have less money in it than aftermarket axle shafts for a puny little 28 spline axle... heck buy a $200 welder, $200 axle (assuming you can find a 4.10 unit reasonably) and that's about all you'll have in it other than U bolts (grab spring plates from an F150 while you're at the junkyard), heck you could even update to disc brakes as the 4x2 Explorers are more common with disc brakes and 4.10's... If I had to guess aftermarket axle shafts are more than that...
