In my experience going cheap on an electric fan ment the fastest road to failure. I've used Flex-A-Lite, Be Cool, Mr Gasket and Permacool electric fans with expected results and life of component life.
The only time I had an electric fan die sooner than expected was when I bought the cheapest "no name" fan that I could find.
While I stick to the 2,800+ cfm, I have used 2,500 and another rated a little less, without issue. A 2,800/+ cfm works with authority and is worth a few extra pennies.
Here is a lower rated model that does work well; it includes a shroud and the controlling electronics. As pictured from "Summitracing.com", though also available from others sources; it is Summitracing's rebranding of the Flex-A-Lite Black Magic line fan. From memory, it is underrated, it behaved more like 2,500 to 2,800 cfm.
2nd pic is the nearly identical fan from a different source (4wheeldrive parts), says 15" @ 3,000 cfm.
