Brackets like that were common in early kits from the 1980s. Most kit makers had moved away from that style drop bracket by the 1990s. Unfortunately I can't recall what specific brands of kits used that design, but indeed a very probable one was Rough Country. The flat plate style bracket for the passengerside axle beam however is still seen in some kits to this day (Rough Country (again) and BDS come to mind). They are known for busting a hole through the top of the D35 differential housing during a hard hit to the suspension (I see your driver side bumpstop was never lowered... you may want to lower that down a good 3-4 inches so this doesn't happen on yours).
