That's way better... but...

The anchor pin washer... the funky looking one... is upside down and it doesn't look like it's on all the way. The Green return spring looks like it could actually pop off.

Flip that washer and ensure the springs are completely on the anchor pin. The take a pair of channel locks and squeeze the spring closed a little. Not completely closed...

Also... the adjuster cable should go outside of the washer... below the springs.

I think that is why the washer isn't going all the way in place.

This could be a bit of an optical illusion but it also looks as the top "green" spring is not seated properly behind the holder. It appears to held out by the the other sides spring and adjuster cable. This needs to be seated all the way or it can pop off on its own causing the shoes not to retracted properly causing premature wear and improper braking.

Shoes. Anchor plate. Self adj cable. Secondary spring. Primary spring.

Self adjuster.....should have to pry down on spoon with it starting on bottom of star wheel to tighten brakes.

It appears Bobbywalter is correct, here is a vid to follow to help you as you put them together. You have the self adj cable behind the anchor plate this needs to swapped around.

Driver side was smooth. But shoes are so new the smallest setting is all I can fit. Spinning it to open shoes won't allow drum the room it needs.

When In school for automotive one very valuable lesson that was taught was that you do one side at a time on drums this is because the other side is a mirror image. This means that if a certain spring goes toward the front the other side will have it towards the front. While this does not help if someone already screwed it up, it will help you next time you need to do rear brake shoes on any vehicle.

Top is looking correct as Uncle Gump has already mentioned.

Do the shoes meet the anchor pin on the top... if not the park brake is holding the shoes off the pin.

Then you have a lip on the drum...
Posted video covers this scenario, use a file to cut the lip down or pull the plug out of the backing plate and adjust that way.

Yes they are both touching anchor pin

That usually rules out the park brake.

Try knocking down the lip on the drum.

With adjuster all the way screwed together... the drum should slide on easy... then use the adjuster to adjust the brakes.
