Does the CEL(check engine light) come on with key on, it should, that means computer has booted up
No computer = no fuel pump, but wouldn't effect cranking engine, just wouldn't start
1999 V6 Ranger will have PATS(passive anti-theft system)
This prevents Cranking engine over if activated, and no fuel pump or injectors
There is a THEFT light on the dash, it should come on with key on, and then go off
If THEFT light starts to flash rapidly with key on then PATS is activated and No Start
Wait 45-60 seconds with key on and THEFT light will start to flash a 2 digit code, one flash, pause, then 1 to 6 flashes, longer pause, and it repeats 4 or 5 times
With key off the THEFT light would flash every few seconds to warn thieves that vehicle is protect by an anti-theft system
BUT............because its used when ever vehicle is off that bulb can burn out....................which would be a problem in this situation
You can hook up an OBD2 reader that can see "B" codes, Body codes, and it will have a B code that tells you why PATS was activated
PATS uses a transponder key
There is a ring antenna around the key slot, this power antenna is call the transceiver, PATS module uses that antenna to read the transponder number of that key, if it has the same number in its memory then THEFT light goes off and you can start engine
If no number is received or wrong number then no crank and no start
The transceiver is the most common part to fail, and not hard to replace, but........................better to get the Code instead of just throwing parts at it
PATS Theft light flashing codes
11 Transceiver [transponder coil] not connected, or there is no power to it.
12 Transceiver internal fault.
13 No Key/no PATS key has been used to turn the ignition switch.
14 Incomplete key code received.
15 Invalid key code received.
16 CAN communications error.
