Coil spring bucket replacement

I just have a few questions about the right bolts for this job. I was told that a 12mm bolt will fit the rivet holes perfectly. But I was wondering what length I should be getting. I was also wondering if a fully threaded bolt vs. a bolt with an unthreaded portion would be ok to use.

^^^ I did the same; I used the shortest 1/2" Grade 8 that had a non-threaded shank. I used two 7/16" washers approximately 1/8" thick plus a lock washer so the nut didn't bottom out on the shank. I drilled the holes out to 1/2" with a step-drill;
