The noise is most apparent when at idle and when under load, i used a tube and rested it on each value cover and no ticking was heard.

Remove your serpentine belt and run the engine. Seems way to fast to be anything related to the rotating assembly.

Obviously it won't be charging the battery or running the water pump but it will be ok for 30 seconds. Long enough to say if the noise went away.

easier to squirt some water on it, hit the smooth side too.

I was leaning towards a spinning accessory making the noise, not necessarily the belt itself.

the back side of the belts can make noise when a printed section goes over the smooth pullies.
that can resemble a tick because it happens so fast.
nothing wrong with pulling the belt for testing.

All good, just clarifying for the OP

I took the belt off no audible change but now I can hear a metallic tick coming from where the bell housing meets the engine
You could pull the inspection cover off (assuming you have one) and inspect the flexplate and make sure the bolts or nuts holding the torque converter are tight. Won't be the first time a flexplate has cracked, or the bolts have been loose on the torque converter. You will have to turn the engine around be hand to get all the way around it.

How is it nobody has mentioned exhaust leak?

Are you talking about what I circled? That looks to me as a normal part of the stamping process.
