Yeah, that looks for all the world like a rocker shaft assembly, but the 2002 should be SOHC, which wouldn't have those. More angles would be helpful.
Also, where are you that you have a Super Crew (full 4 door) Ranger?
You(he) have a 4.0l OHV engine with push rods and a rocker assembly.
In US/Canada the Ranger got 4.0l SOHC from 2001 and up, thats why the confusion.

He needs to replace the whole assembly on that side(bank) but the concern would also be why did it break to begin with??
Did the timing chain break or a hydro lock, i.e. valve couldn't be opened but rocker just kept pushing and broke.
From the looks of the one in the OP..the valve end appears to have been repaired/welded. Chances are someone tried to resurface the worn tip and caused more harm than good.
