exceeds mechanical limits usually means its Odometer excempt, for some odd reason, ford made the ranger odometer only go to 100,000, if they just added one more digit..

Exceeds mechanical limits just means that the odometer has been rolled over at least once and so it no longer reflects the true miles on the vehicle because that number is higher than the odometer can go.

My thought would be that the 8625 was a rule/statute for the reasoning of it exceeding the mechanical limit; but maybe someone from WA would know for sure. That or call your local SOS and ask them about it; they may be able to give you a better explanation.
