stalls when braking

I have a 94 with a 4.0, and have what I believe is a vacuum issue associated with the brake booster. When driving, say approaching a stop, clutch in or in neutral, when I apply the brakes the idle stumbles and if not revved, the motor stalls. I've checked the hose from the manifold to the booster, amd it looks good. I've also doused what i can access of the intake gaskets, vacuum lines, and brake booster with starting fluid to try to find a leak, to no avail. I am hoping somebody on here has had the same problem and knows how to remedy it.

Pull the vac to the master cylinder and PLUG IT! Then see if it stalls when braking.. If not then replace the master cylinder.

Either do this in the driveway or be very carefull on the road as you will have no power brakes.
