I ended up grabbing a new IAC (BWD brand) since I was certain that all of my used ones were bad (due to me messing with them while cleaning???) and Motorcraft ones are unobtainum locally. I read that BWD is made by BorgWarner who AFAIK makes good stuff (and I read is the OEM for the mortorcraft ones)... Anyway, installed the new valve, all is good. Warm idle is at 860ish RPM, LTFT's are around 7-8% (probably worn O2 sensors, AFAIK mine are the original ones).
Not sure why I was getting such odd voltage readings...
