Random Idle Surge

I have a 01 2.5L that i got about 3 months back. It was in bad shape when i bought it but over the last 3 months i have fixed just about all the issues and it has turned out to be a great little truck. Even after a big tune up that corrected alot of the issues there is a surge thats somewhat random i get every so often, mostly in the morning when the engine is cold and the A/C compressor engages and disengages. Sometime it levels itself out and is a smooth idle after, other times but not very often, it will drop the rpms low enough to cause a stumble but never kills but if i rev it the rpms come back up and it will level off, this also has happened when im driving down my truck and come to a complete stop and shift into reverse to back into my driveway.

When i first got the truck is never idled right, it was down right rough, but after doing a complete tune up it improved the issue a bunch but it still shows up every so often.

The engine tune up included all of the following:

*Replaced the dead battery with Motorcraft
*Changed the 3 different brand and gapped incorrectly spark plugs with correctly gapped Motorcraft plugs
*Replaced the coolant temp sensor with a Motorcraft sensor
*Replaced the thermostat & o-ring with a Stant
*Flushed Coolant and Refilled
*Changed Oil & Filter with Motorcraft 5W30 SynBlend and Motorcraft Filter
*Replaced the Front 02 Sensor with a Motorcraft 02 Sensor
*Replaced the spark plug wires (Not Motorcraft)
*Replaced the serpentine belt with a Gates belt
*Replaced the fuel pump & fuel hat gasket(Not Motorcraft)
*Replaced the fuel filter and connector that was broken
*Replaced the clock spring with a Motorcraft unit & repaired the broken harness for it under the dash
*Cleaned the MAF, IAC & Throttle Body
*Repaired 5 leaking vacuum lines that was causing the A/C to blow out the defrost

My first thoughts is the IAC but when i unplug it, the truck wants to kill so that tells me its working. Maybe its sticking? I have been over the truck many times looking for vacuum and i havnt found any other than the ones i listed above.

I dont like throwing parts at the truck without know the route cause so id like to figure this out. Any ideas?
