Check your egr system, if you have a hand vacuum pump, use it to check the valve its self, it shoud hold vacuum do not put a lot of vacuum to it you can damage it, it should hold pressurer, if you dont have this then a piece of good fitting clean hose can be used and you can suck on it if its real bad it will let you draw air if its small leak you may not be able to detect it, this way, may also be a plugged up valve -carbon. I dont know if you have a dpfe sensor but those to can go bad keeping the valve from working, also check to see if the vacuum source to the valve has vacuum when increasing the rpm, also do a running check on the valve by applying vacuum if the valve is working engine should run rough or die when the vacuum is applied, that will tell you the valve is working but still maybe a sensor problem
