No start, random horn and lights

So went to start my truck today and instead of turning over the horns started. This happened a couple times. Now when I turn the key the interior lights start strobing and you can hear the starter armature/reaction disk moving back and forth however the engine does not even begin to try and turn. I'm thinking it is the aftermarket anti-theft system (Autopage) the previous owner had installed. I have never had this issue before or any electrical issues so I am at a loss. The vehicle is a 2001 Ford Ranger XLT w/3.0L flex fuel, auto tranny. Any ideas?
