2.3L ('02-'11) No PATS in 2005 Ranger 2.3?

I read somewhere that there is no PATS in the 2005 Ranger 2.3. I am swapping a 2007 Ranger 2.3 engine with manual transmission into a hot rod. I have the ECU for the 2007 2.3 but I do not have the dash wiring harness, ignition switch/key or the instrument cluster. So, if i get an ECU for the 2005 2.3 with manual transmission will it run the 2007 engine without the instrument cluster and the proper chip key?

Yes, you are correct, no Rangers had PATS in 2005, Ford skipped that year because of dispute with maker of the PATS software

Yes and no, on swapping computer, 2004 and up Rangers got the Digital HEC dash(cluster), which has the PATS module in it
Because the dash is digital it has a mini-computer inside and that computer and the engine computer(PCM) are "married" at the factory, so one will not activate without its "matched pair", this was to prevent odometer tampering, a common issue on 2003 and earlier Rangers
So prevents anyone from swapping in a lower mile odometer
A Ford dealer shop can swap out bad cluster or bad PCM and "remarry" the old and new, not sure if Forscan can do that, maybe

You could swap in a 2005 cluster AND its computer to the 2007, would be plug and play for both
The swap would need to be from 2.3l of course but also transmission specific, i.e. auto to auto, or manual to manual

You can use(swap in) a 2004-2011 2.3l engine from a Ranger or Mazda B2300 and no changes are needed, plug and play
PATS is just a software, nothing to do mechanically with engine or transmission
PATS just "approves" or "rejects" the key in the ignition, thats all

Thanks for the detailed reply RonD, greatly appreciated. So if I were to swap in the ECU and instrument cluster from a 2004 to 2011 2.3 manual trans, I assume I would also need the key for that same vehicle - is that correct?

Yes, except for 2005, wouldn't need the key, no PATS

One heads up, Ford changed Rangers to a 3 connector engine Computer in 2008, 2007 and earlier had 1 larger connector
Same computer but different connectors, would take awhile to re-pin all your 2007 wires to the 3 connector plugs
So stick to 2004-2007 for plug and play
