I had exactly the same thing happening. Especially when I was on the highway. It "felt" like the fan was on. I was scratching my head. Then when I came to a stop it was stuffy pretty quick in there. No movement at all.
I would say it is the resistor. They are pretty easy to fix and I would recommend getting both pieces. The reisitor, and the plug. When I tried to pull the plug it was fried and fell apart in my hands. The plug came with lots of wire. I used wire couplers, the straight line ones with two ends you crimp. When the Ford parts guy brought the plug I asked him what was used to install the wires. He fished in his drawer and pulled out four and gave them to me. Works like a dream now.
