Im pretty sure this is a tail pipe hanger, either way, the rubber is falling apart and needs replaced. One problem, the top part of the rubber is connected by a closed end bolt, do I need buy a whole new setup or how do I replace just the rubber?

i dont think you can replace just the rubber, go to auto blow me, or a/a parts and just order a new hanger.

it would be eaiser just to reaplace the whole piece i would think you could try and find just the rubber but you would have to cut and weld in back in there
if you cant find one i have that exact piece i can send you i have my exhaust cut out before the tire so i dont need it its in pretty good shape

Can you cut off the closed end bolt and drill the bracket? It looks like all you would need to do is put in a new 1/4" bolt to hold the new rubber hanger into the bracket. That rubber doesn't look too terrible, I've seen them totally disintegrated.
