E Brake Stuck

I can look at it all day and still can't figure it out. My E brake pedal is stuck. It will not depress at all. It never worked but I would like it to if I can recieve some help from you guys. I can stand on it with both feet (170lbs.) and it will not budge. Anybody know what I can do so I don't have to park in gear with my tire against the curb all the time.:annoyed:

One or all of your e-brake cables are seized. On the passenger side between cab and rear tire are the ends of your two rear cables, use a vice grip and see if you can pull the cables towards the front of the cab. If they both move I would suspect the front cable.
