Add a leaf - concerns

Just did a add-a-leaf kit on my kids truck.
No instructions in the kit; just kinda followed some youtube videos.
Jacked, tires off, u-bolts off, shocks off, c-clamped leafs, removed center pin (driver side had to be cut, pass came off). lowered axle, took leafs apart (I didn't even know there was a 'flat' leaf in there!). Slid the new leaf over the flat one, and put it all back together.

That's my concern. On the Drivers side, I got the center bolt on, had to cut them to size so a socket would go on., got it tight, or so I thought, after putting the u-bolts back on (is it ok to re-use?) it seems the center bolt was not as tight; but try to tighten it now & it just spins the bolt. I tried to torque both the center bolts & ubolts; but not sure my torque wrenches are working properly. The socket wrench/dial a torque never seemed to stop (set on 20ft/lb), and the manual dial one is at ~20ft/lb. Due to prior experience of over tightening/breaking a bolt, I'm afraid to go to far; but as this is what holds the axle to the body I'm sure it's important.

So do I need to re-do the driver side center pin somehow?
Do I need to buy new ubolts? If so where, hardware or auto parts store?
How can I test the torque wrenches? What should I torque everything to?

I think as long as the center bolt stays in there and doesn't fall out you should be Ok.
As for a 20 ft. pound torque goes I'd suggest using a SHORT socket wrench and tightening one handed as tight as a simple one handed arm pull will get them. Lots of true torque wrenches don't like that small of a twist. The "click" may be un-discernible. And you certainly don't need the length of a 150 pound wrench.
